About Me

I received my PhD in Economics and MPhil by Research from the University of Cambridge, following graduate studies in Economics and the Environment at the University of Leeds and undergraduate training in Industrial Engineering, with a minor in Computer Science, at Universidad de La Frontera in Chile. My doctoral research examined production structures in long-run macroeconomic models.

I am currently Full Professor of Economics and Finance and Chair of the Business School at Universidad Técnica Federico Santa María. Throughout my academic career, I have taught, conducted research, and supervised students across economics, finance, econometrics, environmental and resource economics, industrial organization, regulation, data science, and optimization. I have also held visiting positions at the University of Bari, the University of Southern California, California Polytechnic State UniversitySan Luis Obispo, the University of Calabria, and New York University.

My research focuses on developing mathematical, statistical, and computational models to address relevant problems in economics, finance, and management. My broader interests include economic policy, development, regulation, and competition. I have published more than 50 academic articles and policy papers and supervised a dozen PhD students to completion.

Alongside my academic work, I am a Partner and Principal Economist at SCL Econometrics, where I bring more than two decades of experience in applied economics and consulting. I have participated in over 150 studies for government agencies, regulators, international organizations, and private companies, frequently leading multidisciplinary teams. These projects have covered competition and regulatory analysis, econometric modelling, forecasting, valuation, public investment, and policy evaluation.

I currently serve as a member of the Neuvol Technical Panel and previously served on Chile's Telecommunications Expert Panel. From 2019 to 2025, I was President of the Ministry of Education's Committee of Experts for Tariff Regulation, having been appointed through a competitive public selection process conducted by Chile's Senior Public Management Council. The Committee was responsible for determining regulated tuition fees for undergraduate programs receiving public subsidies. I also served on the Ministry of Planning's Ministerial Advisory Commission on Public Investment (20112012), advising on social appraisal standards and the economic evaluation of major and complex public investment programmes and projects.

The institutions and companies I have advised include the Inter-American Development Bank, OECD, United Nations, UNDP, European Union, USAID, GTZ, The Economist Intelligence Unit, Chile's Ministries of Finance, Economy, Energy, Environment, Labour, Foreign Affairs, and Social Development, as well as DIPRES, CORFO, CNE, SUBTEL, SISS, SERNAC, SERNAPESCA, FOSIS, CONAMA, JAC, and SCJ. My private-sector and industry experience includes work with CODELCO, ENAP, Albemarle, ACCIONA, Aguas Andinas, Metrogas, Entel, Movistar, VTR, LAN, TVN, CPC, CChC, Celulosa Arauco, Watts, Socovesa, and several major Chilean ports. I have also advised public institutions in Bolivia and Ecuador.

A distinctive feature of my work is the integration of academic research with real-world decision-making. I have applied advanced econometric, optimization, forecasting, and valuation methods to regulatory proceedings, competition assessments, tariff studies, public-investment decisions, and policy evaluations across Chile and Latin America.
